ABOUT THE COUNCIL:
Stretching from Palm Beach to Manly, the Northern Beaches boasts more than half of all the beaches in Sydney and a population of more than 266,000. The Council is committed to maintaining a high level of customer service to the local community.
SERVICE REQUIRED:
Council has a prominent vacant community and recreational facility located in North Manly. The site is located on the corner of Pittwater and Kentwell Roads (Site), with public transport links and is part of a key community and recreational precinct. This geographic precinct known as District Park caters to various community, sporting interests and clubs.
Further to Council Resolution 174/20 (resolved 28 July 2020), Council is inviting Expressions of Interest from parties interested in the development, operation and maintenance of the Site and a Facility in accordance with one or more of the following designated uses:
A. Combined BMX, skateboarding, surfing and snowboarding facilities;
B. Tennis facilities;
C. Indoor basketball facilities;
D. Small sided soccer (synthetic) facilities; and
E. Gymnastics facilities.
It is intended the Term of the Project will be up to 30 years (with Ministerial consent).
Council's role will be as land owner and lessor of the Site, and final asset owner of the Facility if it decides at the end of the Term for it to be transferred by the Successful Party to the Council in the agreed state.
The development, operation and maintenance of the Site and the Facilities will be borne wholly by the Successful Party in accordance with Council's designated use of the Site. The Successful Party will be required to show to Council that their operating model is fully funded and sustainable across the Term. The works are to be carried out strictly in accordance with the requirements in this document.
EVALUATION CRITERIA:
It is mandatory that the proposed development be in accordance with one or more of the 5 prescribed uses.
The evaluation criteria and weightings for this EOI are:
Project Proposal and Concept 25%
Project Vision and satisfying Council's Objectives 40%
Project Operations and maintenance of the Site 10%
Experience and Capability 15%
Financial Capacity and Information 10%
Proposed Commercial Terms Pass/Fail
SITE BRIEFING AND INSPECTION:
A site briefing and inspection will be held on the 18th of March, 2021 with the date to be confirmed. Parties will be advised of further details and requirements via an addendum. Parties should ensure they review the EOI documents before attending the briefing.
