Tender Description

⁠⁠⁠This Request for Quotation is seeking qualified consultants to undertake a Trail Audit of the Five Headlands and develop a subsequent Business Case.

The Five Headlands Trail is one of the key game changer projects outlined in the Macleay Valley Economic Development and Tourism Strategy

“The Five Headlands Trail – The opportunity exists to promote a multi-day nature trail along the Macleay Coastline, to be known as the Five Headlands Trail. The Trail would link the five headlands into a united nature trail creating a unique coastal walking and nature experience.”

The linked trail would combine coastal walking, hiking, kayaking, mountain biking and other nature-based experiences and attractions. The Trail extends from Grassy Head in the north following the coastline and walking trails to Point Plomer in the South.

The five headland communities that form location markers for sections of the walk are Crescent Head, Hat Head, South West Rocks, Stuarts Point and Grassy Head. The five day adventure trail conveniently ends each day at one of the villages which offers accommodation, eateries, recreation activities and rest areas within an coastal reserve.

The key deliverables of this RFQ are:

Five Headlands Trail Audit Report

It is envisaged that the audit report will assess the current state of The Five Headlands Trail identifying existing conditions, gaps, limitations and opportunities including lookouts, rest stops and associated infrastructure essential for development of the trail.

The audit report will set the scene of the current state of the trail and be the basis for development of the business case.

Business Case for The Five Headlands Trail

The Business case should build on the Trail Audit Report (outlined in Step 1) and outline key phases and activities required to mobilise the project with associated timeframe and budgets.

It is expected that consultation be undertaken with key stakeholders including Council Staff (Strategic Planning), NPWS, other landowners and indigenous groups.

It is expected that the full business case report should include Trail Development Plan, Accommodation Options Design Report, Product development plan (including indigenous tourism opportunity plan), Market sounding & Investment attraction, Demand analysis and Cost Benefit Analysis.
