Council's current Heritage Study Stage 1 and 2 is almost 20 years old. The City of Kingston is seeking proposals from suitably qualified consultants to undertake a municipal-wide heritage review.
Due to the limitations of the previous study, it is possible that there are a large number of properties within the municipality that remain unassessed for their potential heritage value and are therefore not protected from demolition or inappropriate alterations.
Gaps exist within themes already investigated in the existing study, and there are themes that were not considered. Importantly the previous study was limited in its budget, meaning that not all potentially significant sites identified in the Stage 1 report were able to be assessed within the constraints of the Stage 2 project budget.
The assessment methodology of heritage places and the heritage significance threshold has also changed over time.
