At South East Water, we support healthy and liveable communities by delivering water, sewerage and recycled water services to 1.87 million people who rely on us every day and every night.
Our service area borders more than 270 kilometres of coastline and covers a land area of 3,640 square kilometres from Port Melbourne to Portsea and approximately 30 kilometres east of Pakenham, Victoria.
Each year we deliver more than 134 billion litres of drinking water and collect more than 117 billion litres of wastewater (waste from the toilet, shower, laundry and kitchen in the home and from businesses) at our local water recycling plants and at Melbourne Water’s Eastern and Western Treatment Plants.
To deliver for our customers, we manage more than 26,300 kilometres of pipeline. We own, operate and maintain $4.7 billion of assets including water, recycled water and sewerage networks.
We’re a water corporation under the Water Act 1989. The activities of our organisation are governed by the Water Act 1989 and the Statement of Obligations issued by the Minister for Water under Section 41 of the Water Industry Act 1994.

The Procurement & Contract
South East Water is planning to release an Expression of Interest (EOI) to identify capable and qualified Contractors to service our new delivery model for our Water and Sewer Maintenance requirements.
The new delivery model will entail the appointment of 2 Principal Contractors, who will be responsible for the 2 Maintenance Services Streams, Water Civil & Sewer Civil + related services, and Mechanical & Electrical + related services.
The contract period is anticipated to be for 5 years, with an option for a 5-year renewal.
The estimated contract value is approximately $33 mil p.a. for Water and Sewer, and $19 mil p.a. for Mechanical & Electrical.
The EOI document will be issued in late February / early March 2021, and shortlisted participants will progress to the RFP process which will commence in mid-2021. We anticipate to award the contract by late 2021.
The Scope: Water and Sewage Assets
The water and sewage related assets owned by South East Water that are to be maintained under the new delivery model include:
- the water supply pipe network, and associated pump stations, storages, pressure reducing stations and monitoring equipment (includes assets relating to drinking water, Class A and Class C recycled water);
- the sewerage pipe network, and associated pump stations and monitoring equipment;
- sewage treatment plants (also known as recycled water plants);
- specialised services
