Description
Background to Roads for Development Program:
The Vanuatu Roads for Development Program Phase Two (R4D2) is funded by the Australian Department of Foreign Affairs and Trade (DFAT) to support the Public Works Department (PWD) and the overarching Ministry of Infrastructure and Public Utilities (MIPU).
The program commenced on 01 June 2019 and will run for three years, with an 2-year option to extend. R4D2 is aligned to the Government of Vanuatu’s (GoV) National Sustainable Development Plan (NSDP) 2016-2030 and focusses on improving road access for rural and urban populations. Adam Smith International (ASI) Asia Pacific is the managing contractor for the program.
Background to this Assignment:
As part of its integrated approach to strengthen theoretical knowledge and practical know-how specific to the Ni-Van culture and outer island road construction challenges (including new roads and drainage construction activities, and rehabilitation, repair and maintenance of road and bridge works) the R4D2 program has identified a number of key engineering and project management areas that require strengthening within the contracting sector. These areas form the basis of this bespoke training program.
To help accelerate this initiative, a nation-wide call to individuals and entities interested in applying for acceptance to the SSC Round 2 Training Program was released in first quarter 2020. The number of participants anticipated to attend the training will be approximately 30. Skills and knowledge levels will be variable.
Objective of the Assignment:
To expand the current pool of SSCs through a series of training aimed to develop and strengthen (1) road maintenance knowledge and practical know-how; and (2) business management skills of SSCs for the PWD to draw from to successfully resource and implement minor road construction works under the consolidated Medium-Term Planning and Annual Work Plan (AWP) activities for 2021-2022.
Anticipated outcomes for Small-Scale Contractors include:
Improved understanding of the importance of undertaking contracts in accordance with contractual requirements and PWD technical standards and specifications
Improved construction knowledge and skills, and the ability to undertake works with minimum supervision
Improved understanding of the importance of good contract and project management practices
Improved budgeting and financial management skills
Scope of Work:
The Consultant shall provide short-term training and reporting services to the PWD through consultation with, and support from R4D2.
The training material shall be presented at two (2) workshops: one technical and the other practical to strengthen technical knowledge and practical know-how, and improve basic project management and business administration skills of Vanuatu’s small-scale contractors typically working on road improvement and maintenance works..
Deliverables and Anticipated Schedule
Provision of (up to 3) trainers

Preparation of Training Program Agenda and Feedback Forms
Conduct two (2) workshops in-country (one x theory, one x practical)
Post Workshop (trainer pre-exit) Review Meeting with Client
Client Report
Time allocated for completion and submittal of each deliverable: indicative only – see ITT for details
Commencement of services: within twenty-one (21) business days of contract execution,
Anticipated start date: first quarter 2021 (lifting of border restrictions permitting).
In-country traing: 10 business days. Preparation of course material and other documentation shall be at Consultant’s home base.
Skills and experience required (trainers)
Qualifications
Appropriate professional and or educational qualifications and experience related to this assignment
Training certificate qualification (Certificate 1V or similar) and fluency in English language
Extensive knowledge of engineering areas identified as training topics, contract administration, project management, budgeting, and financial management
Extensive knowledge of either Australian or New Zealand engineering standards, procedures, and best practices.
Professional Experience
Extensive experience in the field of training
Minimum of three (3) years practical/hands-on experience, in road construction/ civil engineering works - particularly in developing countries
