Tender Description

Founded in 1861, the National Gallery of Victoria (NGV) is Australia's oldest public gallery. The National Gallery of Victoria Act 1966 established the NGV as a statutory authority which sits within the portfolio of the Department of Premier and Cabinet. The Act provides for a Council of Trustees with overall responsibility for the NGV, reporting to the Minister for Creative Industries. The Act provides that "in carrying out its functions the Council must endeavour to contribute to the enrichment of the cultural, educational, social, and economic life of the people in Victoria.

 
The NGV operates one public gallery across two sites: NGV International on St Kilda Road and the Ian Potter Centre: NGV Australia at Federation Square (NGV Australia). In addition, the NGV has the use of dedicated storage facilities in North Melbourne and Spotswood, as well as a small workshop located in West Melbourne. Overall, the NGV has about 55,000 square metres of premises, 19,600 square metres of which is public display space for works of art.
 
The State Collection, which has been developed over 150 years, comprises approximately 67,000 works of art including paintings, sculptures, antiquities, works on paper, photographs, decorative arts, furniture, fashion, textiles, and multimedia. Approximately 1.5 million people visit the NGV every year.
 
SITES
 
NGV International, 180 St Kilda Road (NGV International)
NGV International, which displays the International art collection and houses the majority of NGV staff and contractors is a building of four floors and around 45,000 m2 in size. NGV International has two loading docks: one is used for general goods and the other for art movements only.
 
The general loading dock, mail room, stores areas, and retail warehousing are located in the upper basement of NGV International, off Sturt Street, adjacent to The Arts Centre car park entry. The general loading dock is only accessible by rear loaded trucks.
The Ian Potter Centre: NGV Australia at Federation Square ('NGV Australia')
NGV Australia, which displays the Australian art collection and houses a small number of staff and contractors, is a building of about 12,800 square metres in size. The loading dock is located on the ground floor, off the Russell Street extension, south of Flinders Street, and a small retail storeroom is located on level 3 of the building, accessible via a goods lift with access to the loading dock.
 
NGV RETAIL BACKGROUND NGV design store
 
The NGV retail program comprise two bricks and mortar stores, the flagship store at NGV International and a second store at NGV Australia. In additional to an e-commerce store (NGV design store online), the NGV retail department runs dedicated programs for NGV brand merchandise development and manufacturing, in response to NGV's exhibition and collection program, with over 20 ranges developed annually and sold across the 2 stores and online. In addition to retail sales through the NGV design store and online, the NGV retail department offer a wholesale program for NGV brand merchandise and publications to external business partners locally and Internationally.
 
While the NGV design stores are across two locations, and online, the NGV retail inventory program is warehoused across 3 to 4 sites based on capacity restrictions.
 
The NGV design store e-commerce program often includes two online stores using different URL's, store names, product offer, stock storage sites, and order processing (pick, pack, and dispatch), and customer service processes. The main online store, https://store.ngv.vic.gov.au/ is managed entirely internally by the NGV Retail team and on-site at NGV International. The second online store is operated for specific exhibitions seasonally, not on-going annually, with a different product offer, storage, order processing, and shipping service, managed entirely externally and off-site by a 3PL service provider on behalf of the NGV retail department, under the advertised and promoted title of 'NGV's shipping partner'. The 3PL partner acts on behalf of the NGV to provide the service of online store stock receipt, storage, order processing, shipping services, and related customer service, all under NGV standards. Management of the main online store may move permanently to an external 3PL service under this new Tender arrangement.
