Tender Description

⁠⁠⁠The City of Gold Coast Council is looking for feedback from suitably qualified organisations (with experience running a similar facility) on the commercial options for operating the café at the new Pimpama Sports Hub. Pimpama Sports Hub is a 14Ha integrated Precinct providing sporting facilities to the northern Gold Coast area. The facility includes a netball centre, event space, community park and an integrated aquatic, fitness and community centre.

The City of Gold Coast Council has identified two possible operating options; firstly, a full commercial operation under a management contract and secondly an agreement with an (NGO) Non-Government Organisation or Registered Training Organisation (RTO) to provide operation under a social enterprise arrangement. However, we are open to other possible options, and welcome that feedback as part of any RFI response.

The City of Gold Coast Council provide the below key points of information that may be applicable to a future contract arrangement for the café for consideration with any RFI response:

  • Councils current preference is for a Management Agreement rather than a Lease arrangement.
  • Council is prepared to discuss rent free periods or profit share arrangements.
  • Consideration would be given for a Five (5) year agreement.
  • Full fit out (excluding drinks fridges) would be provided by Council
  • Hours of operation – the Aquatic Centre will operate 05:00 to 20:00, the fitness centre 05:00 to 20:00 with the community centre operating on occasion to 23:00.
  • Foot traffic estimates – this is a new facility so accurate estimates are difficult. Based upon usage of other venues on the Gold Coast and limited local knowledge it is expected that first year visitation will be around 550,000 increasing over 5 years to approximately 700,000 visits.
  • No alcohol can be served on the premises (with possible exception of events in the Community Centre under event licence).
  • Agreement covers main centre only (Netball centre has a kiosk, but no cooking facilities and Events may have food trucks).
  • Opportunity to provide catering for bookings in the community centre spaces.
  • It is anticipated that there will be a significant number of school swimming carnivals held at the venue.
  • Council is also considering strategies for its café at Upper Coomera Community Hub (Cuppa Coomera). Potential solutions could include a combined agreement to run the Upper Coomera Community Hub café alongside the Pimpama Sports Hub café.
