Victoria’s COVID-19 restrictions have prompted the TAFEs to expand and improve their online learning experiences quickly. This rapid adjustment has revealed a significant gap in the availability of fit-for-purpose learning resources and assessment materials to support online, flexible, and remote training delivery.

To assist to provide higher quality training through a range of delivery modes, Higher Education and Skills (HES) has committed to redeveloping learning resources for 15 Free TAFE courses, alongside the development/ redevelopment of learning resources for an additional 50 qualifications, and development of learning resources for 22 apprenticeship qualifications.

Qualifications include certificates, diplomas, accredited skill sets, and will be linked to industries of high government priority and economic recovery. Most learning resources being developed/ redeveloped will be for courses that fall under Free TAFE and JobTrainer program categories. Priority will be given to updating materials to support online, remote or flexible training. The development of new learning resources or learning resources for in-person delivery will be considered where feasible.

To support the TAFE’s abilities to deliver better online, remote, and flexible training, as well as enhance in-class delivery for the 2021 training year, the gaps need to be determined to make necessary improvements. To identify these gaps, Quality Assurance services are required to review, assess, and provide recommendations to lift the quality of learning resources for Victoria’s TAFE Network. This in in turn will improve effective course delivery for the future and contribute to Victoria’s economic recovery.

The Department of Education and Training is seeking a suitably qualified and experienced Quality Assurance Service to review learning resources and associated assessment materials to support the development and/or redevelopment of 100 qualifications and assist with the delivery of at least one (1) unit per qualification.

The Service will conduct a rigorous review of learning materials which includes providing a Participant Guide, Facilitator Guide, Assessment Guide, and Assessment Tasks.

The Service is expected to tailor content, and specifically develop video footage or animations to enhance the digital online learning experiences.
