Port Augusta City Council invites tenders from Tenderers for the provision of Septic Tank Pump-Out and Disposal of Associated Sludge/Bio Solids. The Council will enter into a Contract for Services from 1 March 2021 to 30 June 2023 with the successful Tenderer.
Community Waste Management Schemes (CWMS), are systems for the collection and management of wastewater generated within a town, regional area or community not connected to SA Water sewerage infrastructure.
Port Augusta Council has a number of CWMS throughout Port Augusta and Stirling North.
As part of the efficient operation of the CWMS systems, Council runs a four (4) yearly septic tank desludging program for the safe and effective disposal of associated bio-solids. The four year program includes all properties within the Local Government Area with a septic tank system installed and connected to a CMWS. This equates to a total of approximately 1,550 septic tanks.
All property owners connected to the scheme pay an annual CWMS service charge (as part of their rates), meaning the cost is met by Council to pump out and dispose of bio-solids from residents septic tanks.
Regular and reliable pump-outs of septic tanks are vital in order to prevent infrastructure from becoming damaged and blocked, as well to minimise operation costs associated with maintaining community wastewater effluent disposal schemes.
The Services required for in this specification is for a 28 month period only, therefore the Contractor will need to pump out approximately 1127 septic tanks in this period comprised of:
- Year 2: 162 tanks – 1st March 2021 – 30th June 2021;
- Year 3: 599 Tanks – 1st July 2021 – 30st June 2022;
- Year 4: 366 Tanks – 1st July 2022 – 30th June 2023;
and include;
- Locating and pumping out of household septic tank sludge/bio-solids from private properties in Port Augusta and Stirling North;
- Locating and raising to natural ground level (NGL) Inspection Points (IPs), if concealed;
- The safe transportation (and disposal) of sludge/bio-solids undertaken by person(s) holding a suitable Environmental Protection Authority ( EPA) liquid waste transport license to an EPA approved and licensed Bio-Solids disposal site; and
- Undertaking obligations in a manner that meets EPA Septage Management Guidelines, and other relevant Standards or Regulations as agreed by the Council.
