The City of Melville ("City"), is seeking a suitably qualified and experienced consultant to develop the City's Directions from Young People (DFYP) plan by designing and delivering relevant stakeholder engagement processes with local young people to inform both the document and the process. A final report on the methodology, findings, recommendations and evaluation will complement the delivery of a plan and be available in multiple formats suitable for internal staff and community reference.
The Contractor is to read and familiarise themselves with the last two DFYP which are attached as Appendix 1 and Appendix 2. Peer engagement and mentoring opportunities are to be built into the stakeholder engagement component.
A further output from the engagement process is to include a framework and associated resource kit for the implementation of a youth reference/advisory group or similar, as recommended by informed best practice.
Various iterations of the DFYP document and plan have existed since 2010; these have largely focused on community development approaches in responding to the needs and aspirations of young people.
In 2016 Youth Voice was launched, a survey targeting young people, youth services and agencies. The information from Youth Voice supported the City to develop an up to date plan that responds directly to the survey findings.
· The key themes that emerged from the data were:
· Place - youth friendly safe places
· Community - opportunities to connect with friends at events, activities, and informally
· Wellbeing - concerns or anxiety in relation to bullying, alcohol and other drugs and school or study expectations and opportunities for knowledge and skills development.
DFYP 2018-2021 provides guidance to the City in working with community, in responding to constantly changing trends and challenges in the youth sector, and to the lived experience of young people. It is utilised by internal City of Melville staff as a reference when undertaking projects, planning, development and design.
The City is committed to the International Association of Public Participation (IAP2) Core Values of Public Participation and these principles will need to be reflected in stakeholder and community engagement activities.
The City also commits to the Accountability Principles as defined in the AA1000 Stakeholder Engagement Standard 2015.
