⁠⁠⁠Matter Under Consultation

The Power System Frequency Risk Review (PSFRR) is an integrated, periodic review of major power system frequency risks associated with non-credible contingency events in the National Electricity Market (NEM).

In accordance with Clause 5.20A.1 of the National Electricity Rules (NER), AEMO is undertaking a PSFRR for the NEM, considering:

  • Non-credible contingency events which AEMO expects could involve uncontrolled frequency changes leading to cascading outages or major supply disruption.
  • Current arrangements for managing such non-credible contingency events, including the performance of existing emergency frequency control schemes (EFCSs).
  • Options for future management of such events.

AEMO is developing the 2020 PSFRR in a staged approach to ensure it appropriately identifies and addresses key operational risks within the scope of the review. The stage 1 PSFRR report has been developed after initial consultation with transmission network service providers (TNSPs) and includes:

  • A review of relevant non-credible incidents since the 2018 PSFRR that have caused significant frequency deviations, including the adequacy of actions taken to manage their impact.
  • Observations about emerging risks based on operational experience, the changing generation mix and the impact of climate conditions.
  • A recommendation to declare a new protected event to manage risks arising from non-credible separation of South Australia from the rest of the NEM in periods where available EFCSs are unlikely to prevent cascading failures and potentially a black system in South Australia.
  • A list of other non-credible contingency events to be prioritised for analysis in Stage 2 of the 2020 PSFRR.

Consultation Process
AEMO is seeking email submissions on the draft stage 2 report from all persons interested in the PSFRR. Submissions will contribute to the finalisation of the PSFRR stage 2 report. In particular, AEMO is seeking stakeholder feedback regarding:

  • Findings and recommendations of the 2020 PSFRR;
  • Suggestions or recommendations to enhance this (and future) PSFRRs.

If you would like to make a submission, please email it to 2020PSFRR@aemo.com.au. Written submissions will be accepted until 11 December 2020. Submissions will be published on AEMO’s website. Please indicate to AEMO if there are any parts of your submission you would like kept confidential.

AEMO will also hold a Q&A session via Microsoft Teams on Monday 7 December 2020 at 2:00pm AEDT. This will provide an opportunity to discuss the PSFRR and answer any questions you may have about the review.
