Tender Description

⁠⁠⁠DFAT is now calling for expressions of interest for Australia’s Pacific Partnerships for Social Protection (P4SP) program.

DFAT has a requirement for a Pacific Partnerships for Social Protection program to run for four years from August 2021, including an option to extend for a further four years.

The Pacific region faces severe economic shock due to the COVID-19 crisis, including increasing rates of poverty and vulnerability. Despite the limited health impacts so far, the economic impacts of COVID-19 are significant – with varied and evolving impacts across different Pacific Island Countries (PICs). Pacific Governments have recently confirmed their heightened interest in social protection and requested increased support from development partners to strengthen their social protection systems.

In line with Partnerships for Recovery: Australia’s Development Response to COVID-19, the P4SP program will provide tailored assistance to support countries to advocate for, build and strengthen effective, sustainable, gender-responsive and shock responsive social protection systems in our region. P4SP will be a flexible, responsive and scalable regional platform that facilitates strengthening of local leadership and expertise on social protection in PICs, builds the evidence base around social protection in the Pacific, and facilitates learning and collaboration on social protection across the Pacific region. It provides an opportunity for developing enduring technical partnerships, drawing on Australia’s global, regional and country-level partnerships, experience and evidence on social protection.

The program is intended to:

a)assist countries with emerging social protection systems to reach and effectively cover populations currently in need;

b)nudge countries without any social protection infrastructure to establish basic systems to cover the most vulnerable;

c)lay the foundations for systems that make PICs more resilient to future crises and ensure economic recovery gains are not wiped out by the next economic, health or weather related shock; and

d)position Australia as a partner of choice for support on social protection in the Pacific.

and is expected to achieve:

a)Outcome 1: Selected PICS with emerging social protection systems have strengthened gender-responsive social protection systems that reach and effectively cover in-need populations;

b)Outcome 2: Selected PICS without any social protection infrastructure at the start of the program have taken steps to establish basic social protection systems to cover the most vulnerable, laying the foundations for social protection systems that are effective, sustainable, shock-responsive and gender-responsive; and

c)Outcome 3: Australia is regarded as a partner of choice in providing support for social protection in the Pacific.
