Tender Description

⁠⁠⁠The M6 Stage 1 will consist of twin four kilometres tunnels linking the M8 motorway at Arncliffe to President Avenue at Kogarah. It will also deliver upgraded community recreational facilities, intersection improvements at President Avenue and Princes Highway and a provision of new shared cycle and pedestrian pathways. The project cost is expected to be around $2.6 billion and open to traffic late 2025.

The Project is funded by the NSW Government and is being procured and delivered by Transport.

Transport is inviting suitably experienced and qualified organisations to participate in the tender process for the Project.

To successfully participate in the tender process for the Project, organisations must:

Demonstrate the suitability, capability and experience of their candidate(s) to act as the ER on the M6 Stage 1 by meeting the following mandatory requirements:

  • Demonstrated experience as a Department of Planning, Industry and Environment (DPIE) approved Environment Representative on a major transport infrastructure project (in excess of $250m) within the last five years;
  • Demonstrated ability to meet the Department of Planning, Industry and Environment (DPIE) Environmental Representative Protocol (dated October 2018);
  • Demonstrated ability to meet Condition A26 of the M6 Stage 1 Planning Approval (SSI 8931) dated 18 December 2019); and

Complete and submit to Transport through the eTendering website, an electronic copy of:

  • The Registration Form at Attachment 1;
  • The Corporate Confidentiality Deed Poll at Attachment 2 (completed and executed to Transport’s satisfaction);
  • The Individual Deed Poll at Attachment 3 (each completed and executed to Transport’s satisfaction); and
  • The Data Room User Access Request Form at Attachment 4.

Without any obligation to do so, where the integrity of the tender process is not compromised, Transport may determine (in its absolute discretion) that it is appropriate to consider a late tender submission.

All applicants must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
