Professional Learning Communities: Strengthening Student Learning in the Victorian Government Education Sector

⁠⁠⁠The Department of Education and Training (Organisation) is responsible for the implementation of the Victorian Professional Learning Communities initiative, an approach to school improvement where groups of teachers work collaboratively at the school level to improve student outcomes. By 2024, all Victorian Governments will have received intensive implementation support that includes a comprehensive program of professional learning as well as expert advice from regionally-based teams.

Due to the complexity of implementing the PLC model to meet school type (Secondary or Primary) and context, a suite of targeted and differentiated professional learning is required to support effective school implementation.

The Organisation is inviting suppliers to deliver three elements of three professional learning suite to support capability building of our current middle and teacher leaders and take the Victorian Professional Learning Communities approach to scale. Suppliers may submit for one, two or all three of the professional learning suite elements. Based on the evaluation criteria, the Organisation may award all elements to a single supplier; two elements to one supplier and one element to another supplier; or each element may be awarded to a different supplier.

The elements comprise:

• Element 1: core professional learning to Secondary and P-12 schools in the first half of the initial year, with delivery extended to all school types (Primary, Specialist, Camp and Language schools) in the second half of the initial year and in the optional years.
• Element 2: coaching
• Element 3: timetable and implementation support workshops to Secondary and P-12 schools. Delivery may be extended to other school types (Primary, Specialist Language schools) in the optional years.
