HeadtoHelp Satellite Sites in Gippsland

⁠⁠⁠Gippsland PHN seeks submissions from suitably qualified and experienced organisations (or collaborative partnerships of such organisation) to deliver HeadtoHelp services in a Satellite capacity across Gippsland.

Procurement Objectives
Services are imbedded within the primary care setting in Gippsland.
Work effectively within the Gippsland stepped model of mental health care, ensuring the most appropriate cost-effective level of care is provided to consumers.

Mental Health professionals fully utilise the skills and experience that they have within their defined scopes of practice and continually re-assess any change in consumer need.s

Provide an accessible, responsive service that offers a whole of person model of care that is holistic and tailored to consumers' needs.
Contribute to the development of and commit to the use of integrated care pathways between primary care practitioners, specialist services and hospitals, and with social and community services such as housing, justice, education, disability and employment.

Empower and support consumers and carers to navigate the mental health system, linking them with the treatment and support best matched to their needs within the stepped model of care, and

The tenderer's proposed model of care and operating budget does not exceed the allocated funding allowance.
HeadtoHelp Hubs are being commissioned by Victorian PHNs and are underpinned by a stepped care approach to mental health. The HeadtoHelp service seeks to complement mental health services already available in the community, working together to ensure people get the help they need when they need it.

Tailored to our unique geographic catchment area, Gippsland PHN is pursuing a 'Hub and Satellite' model to expand the reach of HeadtoHelp services.

Primary Hub sites have been operationalised as follows:
HeadtoHelp Baw Baw located in Warragul, operated by Central Clinic, and HeadtoHelp Wellington located in Sale, operated by Inglis Medical Centre.

Satellite sites will provide additional support to the HeadtoHelp Hubs, extending the reach of services across Gippsland local government areas. Services delivered by Satellite sites will align with the HeadtoHelp principles of care, however, they offer services at a reduced capacity (compared to the full Hub model of care, Attachment 1).

Collaboration among all the HeadtoHelp Hubs and Satellite services is vital to ensure model integrity and effectiveness. Satellites will be required to align and collaborate with multiple Hubs crossing local government areas to ensure that the client care and treatment is appropriately aligned to the services and capabilities of the Hub site workforce, capacity and accessibility.

Insurance Requirement:
Tenderers must have or be willing to obtain current and appropriate levels of Public Liability ($10 million), Professional Indemnity ($10 million), and Workcover Accident and Disability Insurance cover in order be (possibly) selected as the preferred Tenderer to provide the required services.

Essential Requirements
To ensure high quality service delivery and consistent service modelling of HeadtoHelp services in Gippsland, submissions will be assessed on an acceptability basis with respect to the following essential requirements:

Services are delivered in a primary care setting (e.g. General Practice) in Gippsland
Services are delivered in a COVIDsafe environment with relevant safety and quality compliances in place (including National Standards for Mental Health Services 2010 clinical governance procedures; culturally safe; confidentiality and privacy procedures).

Organisations are experienced in delivering mental health services under a clinical governance framework and have the existing capacity and capability to effectively commence services immediately, and

Organisations will be required to cooperate within a partnership approach to support HeadtoHelp service governance and the delivery across the whole of Gippsland. Partnerships will be supported by a Memorandum of Understanding.
