Project Scope
Develop, prepare and present a feasibility study on future development options for the Beechworth Pool. This will include necessary research and literature review, consultation, and consideration for the following options:
- Replacement of pool structures at existing site.
- New outdoor facility at existing or alternative site.
- New indoor pool facility at existing or alternative site.
Project Aims / Outcomes
Part A – Preliminary Investigation and Consultation
For each of the three options, the consultant engaged for the project will:
- Outline a description of proposed facilities and amenities, including a to-scale conceptual layout plan and preliminary cost estimates for construction.
- Undertake a needs assessment based on demographic profile, community and stakeholder consultation, including an analysis of projected usage, pros and cons, operational costs and consideration of planning requirements. The assessment must give consideration to nomination of operational seasons, days and times.
- Provide a preliminary report to Council, with recommendations on the composition and features of each option for progression to more detailed consideration and analysis. (Note – the Council will consider the recommendations and provide the successful tenderer with details of Refined Options for Part B of the study).
Part B – Detailed Investigation and Feasibility of Refined Options.
For each of the three refined options, the consultant will:
- Update conceptual layout plans and prepare quantity surveyor cost estimates for construction, including allowances for annual cost escalation and relevant contingencies.
- Prepare a project schedule including phases of preliminary planning, community consultation detailed design and estimating, procurement and construction.
- Prepare an overall project budget, inclusive of quantity surveyor cost estimates, allowance for exclusions of the quantity surveyor cost estimates, project management costs, demolition and/or land remediation costs (if required) and all relevant fees and charges applicable to construction.
- Prepare a 10-year operational budget, inclusive of the costs of unique features of each refined option, projected usage and likely staffing arrangements. This budget must include consideration of the nominated operating season, days and times for each refined option.
- Prepare an economic cost and recreation participation benefit for each option, considering the potential for stimulating increased recreation participation and tourism to Beechworth and other areas of Indigo Shire.
- Identify sources of potential external funding with nomination of level of confidence in securing funding from these sources.
- Prepare a final report, with recommendations for presentation to Council and nomination of a preferred development.
