Tender Description

⁠⁠⁠The WFU (Project) will require an Acoustic Advisor (AA) to act on behalf of DPIE and fulfil set tasks as defined in the conditions of approval, which are likely to include for responding to communication from the Planning Secretary relating to project performance, and monitoring, auditing, and reporting on project compliance with the approved conditions of approval.

The Project is funded by the NSW Government and is being procured and delivered by TfNSW.

TfNSW is inviting suitably experienced and qualified organisations to participate in the tender process for the Project.

To successfully participate in the tender process for the Project, organisations and their nominated AA/s:

1. Must execute (to the satisfaction of TfNSW) the Confidentiality Deed Poll to receive the tender documents and must return to TfNSW via mdptenders@rms.nsw.gov.au by 11:00am (AEST) Wednesday 16th September 2020.

2. Must provide evidence/substantiation to meet the minimum requirements listed below along with an executed confidentiality deed poll.

3. Must have previously provided acoustics advice to a linear infrastructure project in NSW.

4. Must have higher tertiary education qualifications in science or environmental engineering, with a specialty or experience in Acoustics.

5. Must have knowledge of and experience in implementing NSW noise guidelines including Construction Noise and Vibration Guidelines (RMS 2016), NSW Interim Construction Noise Guideline (Department of Environment and Climate Change 2009), NSW Road Noise Policy (Department of Environment, Climate Change and Water 2011) and NSW Industrial Noise Policy (NSW Environment Protection Authority 2000).

6. Must have capacity to provide two Acoustic Advisors (primary and alternate) for the duration of the project’s program; anticipated to conclude in 2026.

All tenderers must comply with the NSW Government Procurement Policy Framework (NSW Framework), NSW Government Supplier Code of Conduct (NSW Code) and New South Wales Industrial Relations Guidelines: Building and Construction Procurement (NSW Guidelines).
