Tender Description

A Request for Proposal aimed at the building development and software industries is planned to be released early next week. The opportunity is as a result of several government agencies who share a common interest in exploring digital solutions to improve the end to end property life cycle. Development Victoria (DV) is the lead agency.

Expert services sought in the following domains:

  • Software Development
  • 3D Visualisation and Virtual environments (Digital Twin)
  • Spatial
  • Planning and Building development approvals process.
  • BIM
  • Algorithmic Coding and development of ‘Rules as Code’

The opportunity to tender for this work will be provided via an open Request for Tender (RFT). The RFT is planned to be issued Monday 24 August 2020. The notification will be advised via Buying for Victoria but will be managed via VendorPanel. Prospective tenderers will be sought via the eServices Register.

It is planned that the tender will be open for 3 weeks with a supplier briefing occurring within the first week of the open period. Questions and Answer period will be completed one week prior to the close of the RFT.

Development Victoria is shaping the way Victorians live. We develop and revitalise public buildings and land to create spaces and homes that help make Victoria a great place to live.

In accordance with Victorian State Government policy objectives, we seek out opportunities to increase housing diversity near jobs, transport and services. We manage projects to create cultural, recreational and civic facilities that enrich our communities. We also revitalise major activity centres and urban precincts to stimulate economic activity, create jobs and enhance our state.

As a member of the development ecosystem, Development Victoria is uniquely placed to be the conduit between industry and government in; searching, supporting and implementing improvements to the development process.

The Department of Environmental Land Water and Planning (DELWP), Development Victoria, (DV), Victorian Building Authority (VBA), Brimbank City Council (BCC) and the Office of Projects Victoria (OPV), have executed a Memorandum of Understanding (MOU) that aims to deliver an innovative digital assessment platform that embraces the principals and the opportunities that digital work-flow and digital twin technology provide, to be piloted within a development project. This opportunity is a direct result of the MOU seeking to transform the development process to increase productivity by increasing the utilisation of digital technology.

The Opportunity

Development Victoria, as the lead agency, is planning to procure expertise in the fields of digital spatial analysis, town-planning controls, building information management (BIM), software development, Agile management and virtual environment to deliver a Proof of Concept (PoC) that tests the viability of an automated assessment tool that utilises digital twin concepts to test buildings for compliance with planning controls and building regulations.
