Melton to Bacchus Marsh Interconnector Pipeline

Western Water is seeking tenders for the construction of the Melton to Bacchus Marsh (M2BM) Interconnector pipeline.

The work involves:

• installation and commissioning of approximately 12km of 600mm diameter RRJ GRP pipe and associated fixtures;
• trenchless crossing of the Werribee River including design and installation of associated structures; and
• interaction with various landowners for construction within easements on private property / farms.

Pipes and mainline fittings will be principal supplied for the 600mm pipeline, and the contractor will supply and install any other pipe and fittings as required by the specification.

All pipes and fittings installed must be in accordance with Western Water’s approved pipe products as set out in the MRWA web portal. http://www.mrwa.com.au/Pages/Home.aspx

All work under the contract is required to be complete prior to August 2021 and an earlier finish is requested.

An industry briefing is proposed as set out in Part A of the RFT and questions during the tender period (until end of Period for questions) can be directed via the Buying for Victoria website.

The contract will be delivered under AS2124 (as amended) as a lump sum contract.

Full details of evaluation criteria (including mandatory evaluation criteria) that Tenderers are required to provide/demonstrate are included in Part A of the RFT and are based on:

• capability to comply with the technical requirements of the brief;
• capability to meet their proposed completion timeframe;
• experience and planned approach to managing interactions with landowners;
• capability to comply with various federal requirements including as described below; and
• other information as requested in the RFT process.
