EXPRESSION OF INTEREST - Consultancy Services to prepare a Gap Analysis for (Department of Environment and Science required) Progressive Rehabilitation and Closure Plan.
The preferred consutant will be engaged in a three part series of works, staged accordingly as per Complete Item 1 then Complete Item 2 then Complete Item 3.
1. PROGRESSIVE REHABILITATION AND CLOSURE PLAN (PRCP) – PROPOSAL TO UNDERTAKE GAP ANALYSIS ASSESSMENT
The Department of Environment and Science (DES) are in the process of transitioning existing Environmental Authority Holders into the new PRCP framework that was legislated during 2019. Adani are anticipating DES initiating a notice to commence a pre-lodgement process with the Department to discuss Adani’s position to develop a PRCP and agree on a timeframe for developing the PRCP.
Adani requires an initial gap analysis and review of information currently on hand to determine how Adani is currently positioned to develop a PRCP which complies with sections 126C and 126D of the Environmental Protection Act, 1994. Information gaps identified during this analysis will require proposed work programs required to close out information gaps that may be required for completing the PRCP.
Adani requires a detailed proposal outlining work scope, timeframe and cost basis for undertaking this assessment and review of available documentation.
2. PROGRESSIVE REHABILITATION AND CLOSURE PLAN (PRCP) – PROPOSAL TO PREPARE INFORMATION IN READINESS FOR PRELODGEMENT MEETING WITH DES
Adani requires information to be prepared (maybe powerpoint presentation, memo report or other means as appropriate) which will be used to facilitate discussions with DES outlining how we are placed meeting relevant PRCP requirements as outlined in the Department’s Guideline and for the following matters:
• Land outcome documents (LODs) and approved land outcomes to discuss during pre-lodgement, or use in your application. Ultimately, these land outcomes will be categorised as either a post mining land use or non-use management area. A list of what constitutes a LOD is provided in s750 of the Environmental Protection Act, 1994.
• Identify Rehabilitation and/or Improvement Areas and nominate a post mining land use or non-use management area for each.
• The milestones (key steps or events) for the nominated post-mining land use or non-use management area.
• The criteria for each rehabilitation and/or management milestone, which are the parameters to show success or completion of a milestone. It is anticipated that there will be a number of instances where new or additional milestones (and milestone criteria) will need to be developed.
• Any projected dealings with the EA e.g. Amendments and transfers.
• Any other issues or questions with regard to the process we would like to discuss with the Department.
• Timeframes for preparing and lodging a PRCP.
Adani requires a detailed proposal outlining work scope, timing and cost basis for preparing pre-lodgement materials outlining our current status and position for preparing a PRCP and options for participating in pre-lodgement meetings with the Department.
3. PROGRESSIVE REHABILITATION AND CLOSURE PLAN (PRCP) – PROPOSAL TO DEVELOP A PRCP AND ASSOCIATED APPROVAL
Adani will require a PRCP to be developed by a suitably qualified person which complies with sections 126C and 126D of the Environmental Protection Act, 1994. Based on the outcomes from the previous two work programs, Adani will require a detailed cost proposal outlining work scope/methods and basis for drafting PRCP in readiness for lodgement with the Department and assistance for obtaining approval. Assistance during the approvals process may include but not be limited to addressing Department Information Requests, further document updates/revisions and meetings.
An indicative cost proposal will be accepted for budgetary purposes and is expected that further refinements to this proposal maybe required as other work programs are completed.
