Outsourced Internal Audit Services for City of Darwin - Request for Proposal

REQUEST FOR PROPOSAL (RFP)
This document outlines City of Darwin's (Council) requirements in seeking a service provider for 2020-023 Outsourced Internal Audit Services.

The purpose of the RFP process is to gauge the scope of Outsourced Internal Audit Services functionality and identify companies who are able to provide the most effective and financially viable Outsourced Internal Audit Services.

This initial phase of the process does not seek to establish any binding commercial or legal terms and conditions between Council and any party and is intended to provide a public process to identify the interests of various parties.

Subsequent stages will be at the discretion of Council and may include a formal Stage 2 selective tender process with parties shortlisted from the RFP or direct negotiations with one or more shortlisted parties.

OBJECTIVES & SCOPE
PRIMARY OBJECTIVES
City of Darwin is seeking to contract with a supplier (the Contractor) to provide Outsourced Internal Audit Services.
The primary aim of this activity is to provide independent and objective assurance to Council that an effective control structure exists and that internal controls are aimed at ensuring that:

• assets are safeguarded from unauthorised use or disposal;
• records and systems completely and accurately reflect the operational activities of Council and permit the timely preparation of information
• the conduct of business is orderly and efficient;
• Council complies with relevant laws and policies as they apply to Council; and
• irregularities are prevented (as far as possible) and detected should they occur.

The provision of this service is for a period of three years commencing upon contract execution, likely July/August 2020, concluding 30 June 2023.
