The City of Cockburn (the Principal) is seeking the services of a qualified and experienced Project Management Consultancy to undertake Project Management Services for the design and construction of a new Aboriginal Culture and Visitors Centre. The centre is to be located near the corner of Progress Drive and Gwilliam Drive, Bibra Lake.
The Aboriginal Cultural and Visitors Centre will showcase Wadjak Nyungar culture to both Aboriginal and non-Aboriginal people. The centre will provide an opportunity to share stories and Aboriginal culture through interpretive displays with timeline stories, music and dance performances, art displays, workshops in tool making, and other hands on activities. The Centre will also provide a meeting place for the local Aboriginal community, including fire pit ceremonies. It is envisaged that the adjoining bushland would be used for educational nature bush walks and cultural tours.
The Aboriginal Culture Centre will include a Visitors Information Centre and a leased café area to create a unique tourism destination of interest. The Visitor’s centre will provide tourism information for the surrounding area and allow for collaboration with the nearby Wetlands Education Centre Precinct Group and other organisations that complement the Centre’s vision. The Visitor’s Centre will take an active role in developing further tourism product within the City, helping it to become packaged and promoted, and provide opportunities for resource sharing. A cafe operator will lease the commercial café, providing income to offset the cost of running the cultural and visitor’s centre.
A concept design for the Centre has been completed. The total budget to complete the project is $6.5M (ex GST). This budget includes concept development already undertaken, consultant’s fees, construction of building, Artwork and loose furniture and equipment, Audio visual and specialised equipment, contingencies and other associated costs. The construction costs include:
1. Cultural and Visitors Centre Building
Construction of a new building including Multipurpose/Exhibition room, Aboriginal Community Room, Knowledge Sharing Space, Children’s room, Meeting room, creative space, lobby, café, alfresco area, kitchens, office space and associated facilities. The design shown in the concept plans is for a turtle shaped building, selected by the Aboriginal community and has significant cultural considerations which must be maintained throughout the design and construction periods. The building is expected to be a curved steel framework building. The building will be located in a bushfire prone area.
2. Carpark and Service Bay
Construction of a new carpark and bus drop off area to service the new building. This includes an approximate 80 bay carpark, service bay and fire pumps and water tanks.
3. Landscaping, including Asset Protection Zone
General landscaping may include native vegetation clearing, earthworks, fine grading, paving, provision of two fire pits, garden areas, transplanting of native plants from the building footprint, drainage and retaining walls. Landscaping also includes landscaping of trails surrounding the centre and signage.
The landscaping of the Asset Protection Zone may include removal of selected trees, pruning, weed management, and planting of appropriate low fire risk native species.
4. Allowances and Contingencies
Allowances for artwork, furniture and other equipment, including:
· Artwork (approximately 1% of construction cost)
· loose furniture, equipment and window treatments
· audio visual and specialised equipment
· contingency and escalation
Note that a minimum of 3% of the total project cost should be put towards Ecologically Sustainable Design (ESD) initiatives as per the CoC Sustainability Policy. The concept design costing has set aside an amount for photovoltaic cells and further ESD initiatives should be detailed through the design process.
During the design phase, these project management services include the management of the Lead Architect and specialist sub-consultants. These may include civil engineering, structural engineering, electrical engineering, hydraulic engineering, mechanical engineering, BCA consultant, interior design and landscape architect. The sub consultants and Lead Architect will be engaged by the Principal.
The proposed Contract shall be in place for a period of three (3) years from the date of award; with Principal instigated options to extend the period for a subsequent one (1) year period and up to up to twelve (12) months after that, to a maximum of five (5) years. This Contract is expected to commence July 2020.
It is the Principal’s expectation that practical completion will be achieved in accordance with the approved Project Programme.
