Tender Description
NPDC are seeking a project manager to lead three network planning projects; the New Plymouth Wastewater Treatment Plant Master Plan, the Urenui and Onaero Sewage Project and the Wastewater in un-reticulated areas project, for the next year.
The New Plymouth Wastewater Treatment Plant (WWTP) was built in 1984 and services the bulk of the New Plymouth District including Waitara, Inglewood, New Plymouth and Oakura. The last master plan for the treatment plant was produced in 2010. Since then a number of upgrades have occurred and the plan requires updating. Of particular note are three challenges:
- The previous master plan was developed on the basis that the liquefying tunnels could be used for peak flow detention to reduce the hydraulic load on the WWTP. This was not possible in practice due to physical practicalities. As a result the WWTP is currently operating at or close to its hydraulic capacity during peak flows.
- The treated effluent is currently discharged via an ocean outfall. This discharge is understood to be culturally offensive to Iwi. This master plan needs to look at options to remedy this situation.
- The growth of industry, particularly the Tegal factory, may be constrained by a lack of treatment capacity at the WWTP. This needs to be explored with industry to understand to what extent is an issue and whether it should be addressed in the WWTP master plan.
The project manager will need to:
- Scope the WWTP master plan, including working with the operations team to identify their concerns and questions that need to be resolved/ answered in the plan.
- Work with industry to understand their plans for growth and make sure these are appropriately considered in the plan.
- Work with our Iwi partners to understand their concerns and identify options to resolve these concerns.
- Engage a consultant, or consultants to complete the scope of work.
- Project manage the creation of the master plan.
- Write point of entry business cases for the projects identified in the master plan.
- Liaise with internal stakeholders, particularly operations, throughout the project.
