Regional development: Intersection with agricultural, fisheries and forestry industries

The objective of this project is to provide AgriFutures Australia, and rural industries more generally, with a scoping study on:

The intersection between Australia’s rural industries and regional development in practice. That is the nature of, and extent to which, agriculture, fisheries and forestry industries contribute to regional development and rely on the regions to fuel pre and post farm gate food and fibre production.

Understand the intersection of regional development policies and programs and agriculture, fisheries and forestry growth strategies, including commentary on any similarities and differences in rationales and objectives.
Identify how future regional development trends—for example in population growth, improved infrastructure and connectivity, and the development of regional innovation hubs—could lead to a strengthening of rural industries and vice versa.
Identify gaps where rural industry growth, and the inputs to achieve that growth, rely on but are unlikely to be fulfilled by the current trajectory of regional development.

Consider whether there is scope or opportunity for rural industries to partner with other Australian sectors, such as mining, IT, finance, health, education or construction, in pursuing regional development strategies in areas of mutual benefit.
Individuals or organisations making a submission are required to have a deep knowledge and understanding of regional development policies and programs, and the agriculture, fisheries and forestry sector.

Project requirements

This work is seeking to deliver a baseline scoping report that includes:

A literature review of existing information explaining the nature of, and extent to which, agriculture, fisheries and forestry industries contribute to regional development and reliance on the regions to support the supply of pre-farm gate food and fibre production.
A description of current regional development policies and programs, particularly those that relate to areas identified in point 1.

The role of rural industries in contributing to, achieving or limiting the outcomes of the regional development policies and programs as identified in point 2.

Draws conclusions on the current and future potential intersection of rural industries and regional development.
Provide advice on how regional development trends (current and future) will likely support the growth of Australia’s rural industries to 2030 and beyond.

A gap analysis on current regional development trends and projected requirements for rural industry growth.
Recommendations on how regional development policies and programs could be designed to achieve the dual goal of strengthening: – a) regional communities and b) rural industries.
Project deliverables

The results of this work are to be presented in a final report. The final report will be developed using AgriFutures Australia’s National Rural Issues report template. No design costs should be built into the quotation.

AgriFutures Australia believes that the project should be completed within six months of commencement. If a longer timeframe is required, the Tenderer should explain why that is the case.

Terms and conditions

By submitting an application, respondents acknowledge that they are willing to accept the terms and conditions set out in the Provider Agreement.

The Respondent agrees that AgriFutures Australia may accept or decline to accept the Respondent’s Quotation in its discretion. No commitments or contract exists until a contract in the form of the Provider Agreement is executed by both parties. The Respondent agrees that AgriFutures Australia is not required to enter into any contract in connection with the RFQ.

The Respondent agrees that participation in any stage of the RFQ process is at the Respondent’s sole risk and cost.

Acceptance of a Quotation will occur only when an Agreement is issued or a contract is executed.

AgriFutures Australia, at its discretion, may discontinue this RFQ, decline to accept any Quotation, decline to issue any contract or satisfy it requirement separately from this RFQ process.

How to make a submission

AgriFutures Australia business with the applicant is facilitated by the online project management system Clarity. This system manages all stages of project administration.

Quotations must be submitted online using Clarity.

Users must create a Clarity account before submitting a proposal.
