The City of Cockburn (the Principal) is seeking an experienced engineering consultancy firm to prepare designs and specifications for the Stage 3 expansion of the Port Coogee Marina, including:

• Work Package 1: Detailed design and specification of a boardwalk along the southern perimeter of Maraboo Island, including gatehouses to connect the floating jetties. This information will form the basis of a construction tender process for the boardwalk and gatehouses.

• Work Package 2: Layout design and specification of floating jetties from Maraboo Island. This information will form the basis of a design and construction tender for the floating jetties.

• Technical and project management support during construction

The objective of this RFT is to:

• Receive a fee proposal from experienced maritime specialists to undertake the required services;

• Have designs for the relevant infrastructure completed by the end of August 2020; and

• Use the supplied deliverables as the basis for tendering and construction in financial year 2020/21.

NOTE: Respondents are encouraged to make their own thorough assessment of how best to approach the project, and to provide a detailed priced proposal outlining how they intend to achieve the required project objectives.

The Scope of Works outlines the Principals requirements, but is not intended to be a prescriptive or exhaustive account of the works required.

Respondents are encouraged to suggest improved or alternative approaches to achieving the project outcomes, including outside the indicative budget, if they see fit.

Respondents are responsible for formulating an appropriate approach to achieve the project requirements, assessing the suitability of available data, identifying any further data that may be required and factoring these items into pricing accordingly.
