WSROC / Expression of Interest for the Construction Contractors for the Western Sydney Animal Rehoming Centre (WSARC) Project Main Works Package

⁠⁠⁠The Expression of Interest (EOI) is for the Main Works Package for the Western Sydney Animal Rehoming Centre Project for Blacktown City Council’s Transformational Projects as part of a two stage select tendering process.

Blacktown City Council (Council) is committed to undertake key Transformational Projects to achieve the outcomes in its 2036 Strategic Plan. This Strategic Plan is the result of 2 years of community feedback and consultation and complements the State Government’s longer-term plan for Western Sydney. The Animal Rehoming Centre is one of Blacktown City Council’s Transformational projects.

Blacktown City Council’s existing Animal Holding facility (AHF) is situated at the south eastern extremity of the Blacktown LGA on the corner of the Great Western Highway and Flushcombe Road, Prospect. This existing facility was built in the 1970’s and requires replacement for Council to meet its statutory requirements and community expectations in relation to companion animal housing.

Council has secured an alternative site for its new facility at Owen St Glendenning, on a land parcel adjoining the Western Sydney Parklands. Council’s objective is that the new facility:

i. is a place of choice for the community to visit and adopt an animal

ii. delivers design excellence on a civic scale

iii. is hygienic and easily cleaned

iv. is cost effective in design, construction, operation and maintenance

v. incorporates innovate and efficient design and construction components to minimise future energy use and operational costs

vi. provides high quality environments for all users of the facility

vii. promotes animal welfare

viii. has capacity for changing needs including holding space

ix. considers the flow and functional relationships between all features

This Expression of Interest seeks to identify and short-list a panel of suitably-experienced and qualified construction contractors capable of undertaking the Main Works.

The successful Contractor for the Main Works will be engaged under a traditional Lump Sum, Construct-only AS 4000-1997 Contract (amended) which will be shared at tender stage (Construction Contract) together with documentation drawings and specifications.
