Peninsula Health (PH) is the primary provider of health care to the residents of Frankston and the Mornington Peninsula. Peninsula Health Mental Health Service (PHMHS) has an Adult Prevention and Recovery Care (APARC) and Youth Prevention and Recovery Care (YPARC) service in Frankston.

These purpose built services are classified as subacute mental health services and are designed to assist people with serious mental health issues by providing an alternative to acute in-patient care and also prevent deterioration in the community. The governance of these services is managed by PHMHS and a mental health NGO service provides recovery based services to clients in partnership with PHMHS.

Both services are 10 beds with individual rooms with ensuites in all of them. Since these services were developed mental health care has changed in our society with an increase acuity being seen in clients coming into our services. Demand on acute mental health beds has increased making the PARC beds a crucial part of the solution going forward to manage clients care safely.

For that reason the model is being changed to be able to cope with a higher level of acuity in both PARC’s. For this change to occur there will be a greater need for clinical input and the level of staffing will also need to reflect this change, namely increased use of resources to fund more clinical service delivery

Peninsula Health is seeking to appoint one (1) exclusive provider for both the Youth and Adult PARC facilities.
