Tender Description
Contractors wishing to submit an Expression of Interest (EOI) for the provision of Insulation Supply and Installation Services will be required to support both Prototyping and First of Class and will be solely responsible for insulating the ships structure from the external environment by installing thermal, acoustic and fire insulation across and throughout the ship in accordance with predefined design parameters. In addition contractors will be required to insulate the intake / uptakes in machinery spaces to ensure they do not pose a risk to ship’s crew. On board piping systems will also require insulation with an armaflex or a similar material acting as a thermal barrier reducing the energy burden of supply machinery.
These activities have only been identified to be undertaken on FOC and will not be included as part of the prototyping scope.
To support this, ASC Shipbuilding will require the successful contractors to be an active participant of a fully integrated team working together to deliver all aspects of the SOW while managing priorities with other onsite trades. A cohesive working team is essential to ensure all shipyard activities are coordinated to ensure schedules and milestones are maintained, avoid delays or unnecessary conflicts to work zones or rework to open or completed areas across the ship.
Core activities of the contractor undertaking the insulation SOW will be:
• Upfront and continuous in house engineering support,
• Day to day planning of activities in accordance with an agreed schedule,
• Management and accountability of a suitably qualified team including but not limited to:
o Engineers
o Naval Architects,
o Project Managers,
o Schedulers,
o Planners,
o Qualified Tradespeople.
• Cross trade compartmental ownership, working closely with others to ensure compartments are completed in accordance with the integrated schedule and specification,
• Compliance with and a thorough understanding of Lloyd’s Registers Rules, SOLAS, Australian and UK Defence Standards for the marine environment,
• Supply, management and installation of all equipment and mandated materials from agreed suppliers from Procurement Packages (Procpacks) along with all applicable Contract Data Requirements (CDRL) and Objective Quality Evidence (OQE),

• Ability to install all insulation pins as detailed on engineering drawings as part of the hot work stage prior to the blocks being released for blast and paint,
• Have the capabilities to offer an external painting capability to support delivery of pre painted mandated materials prior to delivery and installation on the ship.
• An external warehouse and freight management capability for offsite storage of materials prior to being called up for installation in accordance with key plans and schedule requirements.
Contractors will be required to satisfy and comply with ASC Shipbuilding processes and procedures whilst onsite along with maintaining adherence to site, state and Commonwealth SHE standards and legislation.
Earned Value Management reporting will be a key requirement for contractors to complete. A sound knowledge and understanding of this reporting mechanism is essential with the data to be provided by the contractor having a direct link into overall HCFP reports which will be issued to and reviewed by ASC Shipbuilding’s end customer.
Contractors will be responsible for the creation and adherence to a detailed schedule which will be imbedded as part of the overall HCFP schedule. The schedule will be tracked and provide confidence to ASC Shipbuilding and the end customer that the contractor will meet its requirements for both material and labour to complete the work scope. The current plan is for the contractor to be responsible for storing all procured material offsite, delivering directly to the yard only when work fronts are available for installation on-board.
ASC Shipbuilding and the Commonwealth of Australia is committed to maximising Australian Industry Capability as part of the Project. The successful contractor will be required to provide a detailed plan for how they intend to support this requirement across the Insulation Supply and Install.
