The Department of Agriculture requires a Senior ICT Development & Integration Lead (contractor) to ensure successful delivery of an ICT solution from a development and integration perspective. This role will be part of a leadership team responsible for the delivery of a high profile strategic project that will business benefit the Australian Export Industry.

It is expected that this role will be filled by a senior and highly experienced ICT Contractor who has a blend of project management, application delivery and systems integration capabilities.

The Senior ICT Development & Integration Lead will be required to:

•  Lead and manage an ICT development team responsible for the design, development and implementation of application software, solution and systems integration, end to end testing, deployment, and issue resolution of a complex ICT solution. The team may include IT developers, external software vendors, team leads, database and other IT subject matter experts;
•  Be responsible for the successful completion of all technical deliverables (including detailed technical design), software development, unit testing process and ensuring delivery velocity and quality standards are met by all members of the technical team;
•  Work collaboratively and transparently with the other senior leads and stakeholders, taking overall direction from the IT sponsor and Program Manager;
•  Adhere to and be a strong advocate for, the overall governance of the ICT solution via the relevant ICT assurance activities and the department’s ICT architectural, applications development, and project management principles;
•  Prepare suitable reports, artefacts and documentation for ICT governance forums, project boards, senior executives, or other governance requirements;
•  Ensure development activities are aligned with scope, schedule, priority and business objectives and all delivery tasks and milestones associated with technical design, development and unit testing are completed according to project guidelines;
•  Work and guide technical leads on planning and estimation of development and implementation activities;
•  Provide costings and estimates for the delivery of the ICT solution across multiple project and complex outcomes;
•  Lead the team in designing and troubleshooting resolutions to issues in the development, test and production environments;
•  Demonstrate a high level of resilience especially in problem resolution or dealing with uncertainty;
•  Create a robust and collaborative project team that demonstrates alignment with business outcomes and progressive technical delivery;
•  Coaching and mentoring technical resources;
•  Drive better metrics and monitoring initiatives to gain more insight into the behaviour of the applications and products and continuous improvement to outcomes;
•  Commit to being part of the PMO Competency Centre to execute the department’s ICT Strategy;
•  Commit to undertake peer review and to be peer reviewed; and
•  Undertake activities as required to fill gaps or provide additional effort and expertise as required.
