The Fred Hollows Foundation (The Foundation) is a secular non-profit public health organisation based in Australia, which was founded in 1992 by eminent eye surgeon Professor Fred Hollows. The Foundation focuses on strengthening eye health systems and the treatment and prevention of avoidable blindness caused by Cataract, Trachoma, Diabetic Retinopathy, and Refractive Error. The Foundation operates in more than 20 countries across Australia, The Pacific, South and South East Asia, and Africa. The Foundation was named The Australian Charity of the Year 2013 in the inaugural Australian Charity Awards.
The Foundation is committed to understanding and continually improving the effectiveness of its programs. Project evaluation plays an important role in supporting that commitment, through generating evidence and learning that can be used to improve project design and implementation. In order for the potential of evaluation to be realised, it is important that the evaluation system supports both learning and the use of evaluation results, and ensures the quality of evaluation processes and products.
We are seeking a consultant(s) to conduct a review of our evaluation practice and lessons from recent evaluations.
Scope:
Informed by learning from the 2015 meta-evaluation, the proposed review seeks to:
- Draw on best practice approaches to evaluation, and review and revise The Foundation’s evaluation standards. These revised standards will be used in the later phases of the project to assess the quality and appropriateness of current evaluation practice.
- Draw on best practice approaches to evaluation, identify the key characteristics of effective evaluation systems. The results of this review of evidence will be used in later phases of the project to identify opportunities to strengthen The Foundation’s evaluation system.
- Assess current evaluation practice (design, commissioning and utilisation). This will include assessing changes since the 2014-2015 meta-evaluation, and generation of recommendations to further improve The Foundation’s evaluation system.
- Identify common themes in recent evaluations that should inform the Foundation’s ongoing program quality improvement efforts. This will include providing a summary of key lessons emerging from a thematic review of evaluations conducted between 2015 and 2019, and recommendations for enhancement of program guidance.
