This Tender is invited by the Issuer.

⁠⁠⁠The Shared Services Transformation Initiative (SSTI) has a requirement to procure a Program Planning Manager as part of the next stage of the Shared Services Program.

Reporting to the Program Manager, this role will be pivotal in providing confidence to key stakeholders that the PMO has its ‘finger on the pulse’ and can articulate both success and issues to the steering committee.

The Program Planning Manager will shape the planning process, overseeing the split of work and development of work packages under each project in the PMO. This role will work with the Program Manager and Project Managers to shape reporting of effort against plans.

Responsibilities:

• Take responsibility for the Whole of Program delivery schedule;
• Provide best practice (Prince2 and MSP) in developing products/ work packages, stage plans and other project artefacts;
• Lead the Project Manager effort in refining and defining work required to deliver on the program directives;
• Work with project schedulers to ensure that project plans are accurate and up-to-date, taking responsibility for whole of program deliver schedules;
• Manage the Program operating model and assignment of Resources; and
• Work with Hub Managers to develop transition plans.

Initial Deliverable(s):

Feb 2020: Deliver whole of program delivery schedule
March 2020: Deliver first, high level draft of Hub/Agency transition plan

Your acceptance of work in developing requirements may exclude you from related procurements with the Shared Services Transformation Initiative:

Definitions:
• Market Approach means any approach to market for products or services related to the SST Project, excluding any RFQs which are classified as "Advisory Services"’; and
• SSTI Project means the multiple projects undertaken by Finance, through the Shared Services Transformation Initiative (SSTI) in respect of the modernisation of the Australian Government's enterprise resource planning operating model, including related procurement processes.

1. No preparation of (or assistance in preparing) a response
To ensure the integrity of any future Market Approach is not compromised and that Finance maintains the highest possible ethical standards, your organisation acknowledges and agrees that, if it is selected as a preferred respondent under this RFQ process, it will not be able to participate, directly or indirectly, in relation to any future Market Approach connected or related to the SST Project, including that it will not:
a. prepare, lodge or submit a response in respect of any future Market Approach; or
b. assist any third party in the preparation, lodgement or submission of a response, including providing advice, opinions or analysis to a third party who will or may submit a response in respect of any future Market Approach,
without the express written permission of Finance.

2. If the Department reasonably believes that your organisation is or has been involved in the preparation, lodgement or submission of a response in respect of any future Market Approach in any way and without Finance approval, Finance may, in its sole and absolute discretion, exclude that response from the evaluation process.

3. Improper assistance
Finance may exclude from further consideration responses which have been compiled:
a. with improper assistance of employees or ex-employees of Finance, or any consultants or advisers (or ex-consultants or ex-advisers) to the Department;
b. using information improperly or unlawfully obtained from the Commonwealth or third parties; or
c. otherwise as a result of unethical or improper conduct.
