Tender Description

This Tender is invited by the Issuer.

⁠⁠⁠The department has established a Business Analysis (BA) Centre to improve the quality and timeliness of BA related services and products. The department is seeking a Lead Business Analyst Designer who will report to the Director of the BA Centre and project managers as appropriate. The successful candidate will have a strong work ethic and a high level of productivity including taking ownership and providing leadership.

The successful candidate will:
• Engage with stakeholders and listen to their objectives with a view of defining the problem and overarching business architecture.
• Understand the business domain and as-is business processes and systems
• Work collaboratively to design a business change that meets the objectives. Collaborate in the planning, design, development, and deployment of new applications, and enhancements to existing applications.
• Lead, guide, facilitate and take ownership of business engagements to deliver a comprehensive suite of documentation (or suitable artefacts) to enable successful system implementation of the business initiatives.
• Lead and engage with other business analysts to drive and deliver intended outcomes.
• Together with the project program and test leads enable traceability of requirements to successful testing outcomes.

Responsibilities will include (but are not limited to):
• planning BA effort across multiple streams of activity
• working with business including guidance where necessary
• coordinate and lead a team of BA’s to identify and mitigate risk, review and analyze the effectiveness and efficiency of existing systems and develop strategies
for improving or further leveraging these systems.
• Input into program design

The successful candidate will be highly proficient in foundational BA skills including:
• the ability to lead, facilitate and shape workshops and intended outcomes.
• produce business architecture documentation (such as requirements, processes and rules) that will enable IT teams to successfully build the intended solution
• analysis of requirements and business design to enable effective solutions and options

The successful candidate will contribute to BA Centre operations such as supporting strategic business engagement and project initiation, pre-project analysis, project change management, BA capability uplift, and will contribute to progressing the department’s ICT Strategy and Enterprise Architecture.

Depending on the project the successful candidate may be permanently allocated to a project and report directly to project capability lead on a day-to-day basis.
