Tender Description
The Remote Area Energy Supply (RAES) scheme provides electricity to around 3,400 customers across 13 townships and 15 Aboriginal communities in remote South Australia (SA), including the Anangu Pitjantjatjara Yankunytjatjara (APY) Lands, Yalata, and Oak Valley. These townships and communities are not connected to the main grid, and so rely on electricity supplied by the South Australian Government.
The Aboriginal communities of the (APY) Lands, Yalata, and Oak Valley are not currently charged for electricity. This is an anomaly that does not occur in other States and Territories in Australia, nor for the other SA Aboriginal residents in Oodnadatta, Coober Pedy and Marree.
Cost of supplying electricity to these remote communities is continually increasing, both through increased demand and cost of supply. In addition, many of the generation assets will need to be upgraded if demand continues to increase.
The Future Sustainability program has been designed to ensure the continued viability of the program. The program includes:
• the installation of smart meters to improve energy efficiency and service delivery across the network
• the introduction of more flexible payment options, including the development of a customer pre-payment framework, to reduce the current and future risk of customer indebtedness
• the staged introduction of electricity charging for residents in the APY Lands, Oak Valley, and Yalata.
The Department for Energy and Mining (DEM) is seeking to engage an organisation to design and deliver a community engagement and energy education program that will support these changes.
