The Department of Education and Training (Organisation) is responsible for implementing Victorian Government policy on early childhood services, school education and training and higher education services. The Department drives improvement in primary and secondary government education.
A key resource developed for schools to drive improvement is the Framework for Improving Student Outcomes (FISO). FISO is the foundation for strategic and annual planning in all Victorian government schools. It establishes four state wide priorities and provides a common language for school improvement. FISO incorporates a four-phase improvement cycle of evaluation, goal-setting, planning and implementation. A key component of this cycle occurs annually, when schools self-evaluate themselves against the FISO Continua of Practice as part of their planning and/or school review to identify areas of practice that require attention in order to deliver improved student outcomes.

Project objectives

The aim of this project is to refine the FISO Continua of Practice and develop supporting guidance to schools including segment-based improvement strategies and case studies to ensure coherence and consistency for schools to be able to better self-evaluate, prioritise improvement planning and improve student learning outcomes.

A key principle in designing and delivering this project is co-design, in which the Department will work with key stakeholders in central and regional offices and schools to co-design the refined Continua, segment-based improvement strategies and supporting case studies.

The successful supplier will work with a project team comprised of central, regional and school leaders in the design and delivery of the deliverables.
