Tender Description

Joint Logistics Command (JLC) currently manages the Global Freight Forwarding and Customs Clearance Contract which is used by Defence to import and export parts, equipment, weapons, explosives and stores (including Foreign Military Sales materiel) critical to the ADF’s sustainment and functioning. JLC wishes to re-tender the GFF Contract (RFT JLC20-001) so that a suitable arrangement can be put in place to ensure the ongoing commercial provision of Global Freight Forwarding Services from August 2022 onwards. 

After consultation with industry via an RFI (ATM ID: JLC20-001) the Commonwealth considers that the risks inherent to an open tender for Global Freight and Customs Clearance Services can now be managed and that such a process is likely to result in a value for money procurement outcome. Accordingly, Defence is seeking these services from a single prime contractor that can work with the Commonwealth to minimise the risks caused by COVID-19.

As per the Defence Annual Procurement Plan (APP) JLC20-01, the Commonwealth now invites tenderers to submit responses to the Global Freight and Customs Clearance Services to the ADF (JLC20-001) Request for Tender.

Please note that a virtual industry brief will be conducted shortly after the release of the open tender. The details in relation to the conduct of the virtual industry brief are included within the Conditions of Tender.

Tenders (including all attachments, annexes and supporting documentation), are to be written in English.

All measurements in tenders are to be expressed in Australian legal units of measurement unless otherwise specified.

Tenders are to include a PDF copy of the Tenderer’s Deed of Undertaking in the form of Annex A duly signed by the tenderer.

Tenderers will not be disadvantaged if they do not submit a response to Bulk EO Global Freight Forwarding Services, however they are strongly encouraged to do so as the Commonwealth would like to have an option to include this requirement within the Contract in the future if it is value for money.

Tenderers must submit a response to all the Tender Data Requirements within the Conditions of Tender (COT) Annexes, with the exception of;

a. Tender Data Requirement (TDR) C-2.4 at Annex C to the COT (Equipment Cleaning Services); 

b. The Equipment Cleaning Pricing Workbook in Annex H to the Conditions of Tender (file name: COC_ATTB_ANNC);

c. TDR C-2.5 at Annex C to the COT (Bulk Explosive Ordinance Global Freight Forwarding Services); and

d. The Bulk EO GFF Pricing workbook in Annex H to the Conditions of Tender (file name: COC_ATTB_ANND). 

Responses to the TDRs listed above are optional and may be submitted as part of a tender at the tenderer’s election.

To be clear, tenderers must submit a complete response to all other elements of the RFT before the value for money inclusion of either Bulk EO Services or Equipment Cleaning Services can be considered.

Defence appreciates that many potential tenders continue to operate under challenging circumstances. Accordingly, Defence is prepared to receive any questions and concerns from industry in relation to the RFT, and will publish its answers on AusTender where appropriate.
