For the purposes of this Request for Tender (RFT), the Department of Treasury and Finance (DTF) represents the State of Victoria (State).

This RFT relates to the provision of services to the State. These services can be defined as professional advisory services (PAS). The existing PAS SPC is due to expire 31 August 2020 and the State seeks to establish a new PAS SPC upon this expiry. In conducting this RFT, the State seeks to obtain optimal value for money outcomes through a balanced benefit of procurement efficiencies in the professional advisory services industry, including competitive pricing, organisational capability, professional expertise and value-adds such as social procurement outcomes.

The PAS SPC will be established as a preferred supplier panel for an initial contract term of three years with two one-year extension options. It is intended that the new contract arrangement will commence on or around September 2020.

The State seeks the participation of and responses from suppliers who can comply with the requirements as set out in Part B - Specifications.

The State also seeks to identify suppliers who can demonstrate commitment and collaboration over the term of the contractual period to continuously seek improvements in value, efficiency and productivity for the mutual benefit of the State, State Purchasing Entities and Suppliers.

The State intends to achieve a value for money outcome from this RFT, which may result in limited allocation of suppliers on the panel.
