Tender Description

⁠⁠⁠We are seeking to deploy a software solution to automatically retrieve Oscillography, Sequence of Events (SOE), Settings, and/or Power Quality data from Western Power’s Substation Intelligent Electronic Devices (IEDs).

The solution will also involve securely transferring the retrieved data from the Substation Local Area Network (LAN) to a repository in the Corporate Network, and a Graphical User Interface (GUI) for end users to search and display the data captured in this repository.

We are seeking registrations of interest from approved Software Providers; for the provision of licensed software, possible development of customised software features, user documentation, and ongoing support services. Specific services requested include:

  • Define the architecture/topology on which the software will run - with reference to the Substation LAN, Demilitarised Zone and Corporate Network.
  • Define the solution design, implementation plan, and proposed scope/functionality of the licensed software - with reference to retrieving data from IEDs, archiving the data in a secure repository, and provision of a GUI to interact with this repository.
  • Implementation of the agreed software solution and associated integration:With minimal software development, including any customised features agreed to
  • Integration of the software solution with Western Power’s SCADA/ICT network topology
  • Integration of the data repository with Western Power databases and server machines
  • Integration of the GUI for end users to access from the corporate network
  • Provide support services during the initial installation/deployment of software.
  • Provide user documentation and knowledge transfer of the software solution.
  • Provide ongoing support services after the software has been installed.

It is expected that vendors have relevant experience delivering software systems for Australian Power Utilities and have the capability to deliver the software at the Western Power head office in Perth (Western Australia). The vendor should be able to provide these services commencing February 2020
