Natural Gas (>1TJ)

⁠⁠⁠The Invitation to Supply for the provision of natural gas (retail services) is now available on the Procurement Portal to access and provide a response.

Health Purchasing Victoria is seeking pricing for natural gas for 12month periods and will consider 1, 2 or 3 year contract terms. The contract will commence on 1 January 2020.

All sites consuming in excess of 5TJ annually are on the Agreement. A few sites using between 1TJ and 5TJ with and without data loggers installed also participate in the Agreement where it has been determined a large sites' agreement would be beneficial. The sites to be included are on D and V tariffs. Sites across the state on the VTS together with Albury Base Hospital, part of the Albury Wodonga Health and Bairnsdale Hospital on the Eastern Gas Pipeline need to be accommodated. There are also Hospital sites on the Carisbrook (3 hospitals) and South Gippsland (3 hospitals) pipelines that are not on the HPV agreement but depending on a retailer's ability to service these regions, HPV will seek to extend the benefit to these sites.

One of the key principles required in an Agreement is that any excess, shortfall or congestion uplift charges only apply if the group aggregate is in excess/shortfall and then any such charges are levied to sites upon their share (if any) and measured on individual quantities as equitable proportion of group aggregate excess/shortfall.

The tender documentation also includes special terms and conditions HPV will negotiate with the preferred provider to complement the successful retailer's standard terms of agreement.
