Tender Description

⁠⁠⁠SERVICE REQUIRED:

Northern Beaches Council (Council) invites tenders for the carrying out and completion of major works for Sports field and carpark works at 3 Boondah Rd Warriewood. The scope of the works includes multi use playing courts, carpark, paths, picnic facilities, fencing, landscape infrastructure, lighting, hydraulic works garden beds, planting works and 12 months maintenance.

The works in this contract include construction of all works necessary for the proper
completion of works shown or implied in the drawings and specification. The works in this contract include, but are not limited to:

SITE PREPARATION AND ESTABLISHMENT WORKS, including but not limited to:

  • Pre construction Dilapidation Report for adjacent roads, kerbs, etc;
  • Flow Management Plan to ensure existing stormwater flows in Narrabeen Creek are not altered during the construction period, and that stockpiles are suitably located;
  • Locate, prove and protect all on site services;
  • Removal of ACM fragments across the site surface by a suitably qualified Class A or B licensed asbestos removalist, inline with geotechnical report requirements 9665ER11
  • Provide and maintain work facilities, including toilet facilities;
  • Secure site entry points and storage areas with fencing as shown on drawings;
  • Protect existing mature trees on site (as shown and noted in plans);
  • Relocate existing mature palm trees on site (as shown and noted in plans);
  • Prepare, submit, gain approval and implement the Construction Environmental
  • Management Plan including Traffic Management Plan;
  • Set out of all works by a qualified surveyor; and
  • Establish temporary site fencing, silt control and access points.

CONSTRUCTION WORKS, including but not limited to:

  • Bulk earthworks including excavation, cut, fill and compaction;
  • Relocate existing mature palm trees on site (as shown and noted in plans);
  • Construction of multi use courts including subbase, top layers, fencing, posts, line marking
  • Construction of basketball half court including turf mound, subbase, top layers, vehicle barrier, posts, line marking;
  • Construction of carpark including subbase, top layers, kerbs, vehicle barriers, line marking;
  • Construction of general landscape infrastructure including paths, seating, bins, drinking fountain, picnic table, shelter, fitness equipment, garden bed edging;
  • Supply and installation of lighting and electrical works including approvals, conduits, connections, switchboard, luminaires, posts and footings;
  • Supply and installation of hydraulic works including subsurface drainage, pits, pipes, swales, outlets and connection
  • Supply and installation of planting, mulching, jute matting, staking, etc.
  • Supply and coordination of amenities building installation. As per quote provided

COMMISSIONING PHASE WORKS, including but not limited to:

  • Make good all disturbed areas, facilities or services;
  • Post construction Dilapidation Report;
  • Demobilisation from site; and
  • Preparation of Practical Completion documents.

MAINTENANCE WORKS, including but not limited to:

12 month maintenance period to commence from date of issue of Practical Completion Certificate as described below;

GARDEN and TURF

  • Mow according to defined areas and remove lawn clippings;
  • Trim all lawn edges, including underneath hanging vegetation.
  • Keep all paved areas, gardens and grassed areas free of weeds;
  • Spray and remove weeds in all garden beds and landscaped areas on a regular basis;
  • Rake and remove any fallen leaves, branches, rubbish or droppings (such as berries) including from garden beds or pathways;
  • Maintain all garden beds and a l metre radius around the garden beds, keep garden beds and 1 metre radius weed and dead foliage free, replace dead plants
  • Trim and prune all garden shrubs, plants and trees encroaching paved areas, driveways, pathways and overhanging drainage inlets on a regular basis and remove all trimmings.

GARDENS and TREES

  • Pruning
  1. In order to maintain an acceptable appearance, prune or remove any plant material to maintain a clean and attractive appearance.
  • Tree Pruning
  1. Trees will be selectively pruned to remove low branches for pedestrian and vehicular clearance. Also, dead and damaged wood is removed to improve the structure, strength and appearance. Trim, prune and remove suckers.
  • Garden Fertilisation
  1. Two applications of an inorganic balanced NPK fertiliser should be applied during the growing season to optimise uptake by the plants. Gardens containing light soils should be given trace elements in accordance with the recommended application rates.
  2. Organic fertilisers are recommended in gardens that are not in close proximity to the general public, and in soils that have a high leaching capacity. Granular fertiliser such a TerraCottem is a suitable organic fertiliser product that also contains a suitable soil wetting agent.
  • Weed Control
  1. Weed and grass control in beds will include hand pulling and spraying weeds with Glyphosate as Required. Garden bed edges are kept clean and well defined. The application of Glyphosate across sites is to be neat and minimal when applying onto areas to be controlled.
