Tender Description
The Carmichael Rail Project is a 205km ‘Greenfield’, heavy-haul, narrow gauge, single-line railway. Prior to, and during the construction of the rail line and associated infrastructure, the Carmichael Rail Network (CRN) require assistance from Environmental Personnel.
The services required to assist both CRN and the Civil Contractors with waterway and quarry approvals and many other construction-related environmental tasks. Waterways approvals will include approvals for waterway crossings, pipeline construction, temporary bridge construction works and meander realignment works.
Construction-related environmental tasks will include; assisting with pre and post waterway notifications, quarry development applications and management plans, GIS capability, management plan updates, on ground assistance with compliance from CRN / Contractor side, conformance of environmental monitoring (dust, water, noise) and design of environmentally sensitive hydraulic structures.
Due to the quantity and complex nature of the project conditions, the environmental personnel would perform a support role between the CRN environmental compliance team and Civil Contractors.
To assist with all tasks the Environmental Personnel will require the following abilities and qualifications:
- Demonstrated ability in the delivery of multi-billion dollar infrastructure development – prior linear infrastructure works would be an advantage
- Demonstrated ability in securing project and construction related approvals for major development projects
- Demonstrated track record of constructive and efficient dealings with regulators and other relevant environmental stakeholders
- Provision of highly experienced technical staff able to deal with complex construction / environmental interactions
- Demonstrated competence in the development of management plans and procedures for complex civil infrastructure projects
- Have CPESC capability
- Have a REOC chief remote license and REPL and ability to produce accurate aerial mapping, aerial videography and aerial photos.
- Have RPEQ capability
- Have practical design capability
- GIS capability
- Demonstrated ability to deliver all of the above in a manner complying with relevant safety legislation and standards
- Demonstrated ability to supervise the environmental aspects of construction.
The Environmental Personnel must be available for a 12 – 18 month period, on an ‘as-needs’ starting October 2019. Environmental Personnel must be willing to work in Townsville or Rockhampton and undertake site-based work. A Townsville-or Rockhampton based office would be an advantage. Man-hours are expected to be in the order of 500 – 600 hours per month.
