Northern Beaches Council (NBC) is in the process of updating its Local Environment Plans (LEPs) and Development Control Plans (DCPs). Currently there are riparian zones for many of the waterways within former Warringah, but none in former Pittwater or Manly. Even in areas where riparian zones are recognised, the Court has undermined Council's waterway protection provisions and conditions. A project is underway within Council to strengthen protection of waterways and their riparian areas throughout the entire LGA through the LEP/DCP update.
There are a number of aspects to this project, including: improving the watercourse and wetland maps; establishing robust riparian zones, riparian buffers and wetland buffers; and developing provisions and controls for waterway and riparian protection. These provisions and controls will be included in the LEP and DCP.
We are seeking a qualified and experienced consultant with expertise in strategic environmental planning to assist with the other components of this project. Note that all work will be reviewed by external peer reviewers as well as internally within Council.
All definitions, maps, provisions and conditions must be locally relevant, defensible in court and reasonable. The works are to be carried out strictly in accordance with the requirements in this document.
