Tender Description
Kinloch is a holiday settlement on the shores of Lake Taupo. The community of Kinloch is experiencing rapid growth. The wastewater system for the Kinloch community is a conventional gravity sewerage system with treatment provided by a two-tank sequencing batch reactor (SBR) wastewater treatment plant (WWTP). At the time of writing the Kinloch WWTP facility owner and operator, the Taupo District Council (TDC) is in the process of installing a sub-surface drip irrigation (SSDI) system in the Kinloch public golf course for the disposal of treated wastewater from the Kinloch WWTP.
The existing Kinloch SBR WWTP was built in the 1980's and has reached it's design capacity during peak summer holiday periods. Lake Taupo is a pristine (oligotrophic) lake and is sensitive to nutrient inputs (nitrogen in particular). TDC seek to minimise the impacts on Lake Taupo due to community wastewater discharges.
The Kinloch WWTP has a confined footprint area for further expansion.
The combination of small footprint, maximising re-use of existing assets, ability to achieve high levels of nutrient removal and produce a final effluent free of suspended solids (for sustainable SSDI disposal) have led to TDC's decision to expand the capacity of the existing Kinloch WWTP by converting the existing SBR plant to a membrane bioreactor (MBR).
Selection of a suitable technical advisor and design consultant is the first step in the procurement of the project and is the subject of this ROI.
