Tender Description

Wyndham City Council is seeking to appoint a suitably qualified and experienced, Lead Design Consultant for the Greening the Pipeline Arndell Park Stormwater Harvesting Scheme. The Lead Consultant is sought to deliver the detailed design process described in this contract, to be followed by a novation, which would require the Lead Design Consultant to work with the appointed construction contractor during the project construction delivery.

This project forms Stage One delivery of the Greening the Pipeline Masterplan for Zone 5 a 3.8km section of the Main Outfall Sewer (MOS) Reserve between Lawrie Emmins Reserve in Laverton and Skeleton Creek, Truganina.

The project is an exemplar integrated water management outcome and key piece of social infrastructure for Melbourne's West.
The Greening the Pipeline vision is to transform the 27km long, heritage listed Main Outfall Sewer (MOS) Reserve into vibrant space that will connect communities, enhance active transport, manage water sensitively and provide a unique place to meet play and relax.

Greening the Pipeline is a partnership between Melbourne Water, City West Water, Wyndham City Council and VicRoads and is supported by Greening the West.

The Main Outfall Sewer (MOS) and reserve is heritage listed for its scientific (engineering) significance to the state of Victoria. It is an important artefact in the development of Melbourne into a modern metropolis.

We are seeking an innovative and creative Lead design Consultant to deliver a design that celebrates this engineering history, through repurposing a Victorian era asset to serve a new function and continue its legacy of contributing to liveability.
The project builds on the existing Concept Design to realise the opportunity to harvest stormwater from a large 260Ha urban catchment and to divert into the heritage protected MOS for treatment and storage. Within the MOS, stormwater will be treated in a biofilter (a reed bed) installed within the MOS structure along with storage for the irrigation of sections of the MOS corridor and adjacent active and passive open space. Some sections of the storage will be covered, allowing the creation of parkland to enable community connectivity.

The MOS artefact is the spine of the Zone 5 stormwater harvesting concept. Within Zone 5 the MOS intersects with 3 major creeks or drains including Skeleton Creek, Forsyth Road and Dohertys Drain. It also intersects with major drainage infrastructure and wetlands at Lawrie Emmins Reserve and Wyndham Waters.

This project provides the foundation for transforming the MOS into a green/blue spine connecting people and place, wetlands and ecologies.
Location The project is located between Wyndham Waters Estate, Williams Landing and Arndell Park Truganina.
