Tender Description

MFB:
* Delivers fire and emergency management services;
* Drives systemic change to the built environment through reforms to building design, regulations and legislation;
* Invests in research; and
* Develops prevention programs that improve community safety and build resilience.

MFB also provides specialist operational support across Australia and the Asia Pacific region as required.

The majority of MFB services occur in the Metropolitan District which reaches across 26 Local Government Areas (LGA’s). There are 47 fire stations spread through five districts which are split into two main regions.

MFB structural arrangements are aligned to the Victorian State Government regional boundaries. This enables MFB to work cohesively with local, municipal, regional and State partners on planning, command, control and coordination of incidents under the State Emergency Management arrangements. It is also the platform for integrated emergency management planning at the local, municipal, regional and State level.

The regional model of MFB supports the role in the State Control Centre, with regional controllers from all Agencies working together on emergencies in their area of responsibility.

Hazmat Department
The Hazmat Department is seeking to equip fire fighters with personal gas detectors that will alert the wearer to the presence of dangerous levels of flammable and toxic combustion gases. These devices will be worn day-to-day by fire fighters investigating alarms of fire and gas leaks, performing emergency medical response, and engaged in post-fire activities.

In addition, detectors will be used at large-scale non-structure fires such as tip and mine fires during all activities except working in hot environments. Detectors must be robust, water resistant and able to be used in environments where there may be flammable gases.

Calibration stations and charging cradles/stations must be available for devices, and availability of pumps and vehicle chargers is preferred. Although day-to-day maintenance will be likely performed in house, MFB are interested in exploring external maintenance arrangements.

Currently the Hazmat unit undertake day-to-day maintenance in the form of:
* Fault finding
* Replacement of filters, sensors and attachments
* Calibration including performance checks

The Enhanced Gas Detection for Fire fighter Safety Project team are exploring the financial viability of outsourcing service/repair/maintenance of the gas detectors and associated items for the 5 year contract term.
