Background
Hume is committed to improving the appearance of the City through the maintenance and enhancement of its street and reserve trees.
Hume’s urban forest consists of approximately 160,000 street and reserve trees and includes a diverse range of tree species and ages.
Approximately 48,000 of these are in streets in the Aitken Area. Of these, trees less than 10 metres in height make up 94% of the known asset. Please note that the last asset data update for Aitken was undertaken in 2017-18.
Council’s intention is to have a 6-year programmed cycle of maintenance (budget dependant) for street trees in the Aitken Area.
Street and reserve trees contribute to the appearance of the City through their aesthetic value, by providing identity and character. In addition, trees positively contribute to urban environments by absorbing heat, providing shade, reducing solar radiation, providing habitat to fauna and flora, utilising storm water run-off and assisting in air and water purification.
In order to sustain this contribution, maintain community safety and satisfy the community’s needs, trees need to be consistently managed throughout their life cycle in accordance with accepted modern arboricultural standards and practices.
The aims of this contract are:
* for Hume to be seen as a leader in Urban Forest management in Local Government;
* to create a healthy diverse and environmentally sustainable Urban Forest;
* to improve Hume’s Urban Forest through excellence in tree management;
* to manage Councils tree assets to ensure the safety of public and property;
* to have healthy and safe trees with high visual amenity that contribute positively to Hume’s image;
* to enhance the quality of the City’s environment;
* to maintain the contract’s assets in a good functional condition;
* to carry out all services in the most cost-effective manner that will optimise the economic outcome to the Council;
* to implement pro-active strategies to enable completion of the contract to be achieved within the approved Programmes and Council approved budget;
* to develop and implement innovative service methods and/or plant that result in enhanced performance, an overall cost saving, and a high-quality outcome.
