Tender Description

⁠⁠⁠This RFQ has been prepared on behalf of the member councils of the Riverina Eastern Regional Organisation of Councils (“REROC”).

REROC is a voluntary association of eleven local government bodies located in the eastern Riverina region of NSW. REROC’s member councils are: Bland, Coolamon, Cootamundra-Gundagai, Greater Hume, Junee, Lockhart, Snowy Valleys, Temora, Wagga Wagga, Goldenfields Water County Council and Riverina Water County Council.

This Quotation to Supply is an outcome of a Resource Sharing Project being conducted by REROC which aims to improve the level of efficiency and effectiveness of service delivery in each of the participating Local Government Areas. By working together through effective resource sharing activities the participating councils are aiming to:
* Lower costs
* Improve efficiency
* Improve the quality of service delivery
* Provide greater opportunities for business and industry

This Resourcing Sharing Project is for the Collection and Disposal of Metal Waste and is the result of assessments made by member councils regarding the quantity of the product in the region.

It is REROC’s intention to select a Service Provider for the Collection and Disposal of Metal Waste (“the Project”) for the councils within our region to conduct a once-only collection of Metal Waste from council landfill sites.

The collections are to take place within ninety (90) days of the awarding of the contract.

The lowest or any particular quotation may not be accepted. The Councils that have expressed interest in participating in this quotation to supply are: Bland, Cootamundra-Gundagai, Greater Hume, Junee, Snowy Valleys and Wagga Wagga City Council however each council will make a final decision on whether or not it will participate after quotations are received.

REROC provides no guarantees or warranties as to the number of councils that will participate in the contract.

The Project calls for the collection of all metal waste from each of the councils at their nominated facility/ies. The total estimated metal mass for each council is contained in Appendix A. These quantities are an estimate only and will not form part of the contract. REROC and its member councils provide no undertaking, guarantee or warranty that all listed members will participate in the contract or that the metal waste estimates provided will be matched during the life of the contract.

Each of the participating councils segregates the metal waste from the incoming waste stream. Although most sites are supervised, low to medium contamination rates are experienced – with high contamination rates experienced at those facilities that are not supervised. It will be each council’s responsibility to provide a suitable site that will facilitate the recovery of the metal waste.

The successful supplier (“the Supplier”) will be required to liaise with participating councils to establish a suitable time for arrival and departure to the collection site, as some council waste facilities have restricted access arrangements.

Quoted prices must be fixed for the period of the contract and should show GST as a separate item on the schedule.

All payments for the service must be made directly to the participating council and not to the landfill contractor with supporting documentation as to the amount of waste removed from each site. The supplier is responsible for deducting a rebate of 10% from each payment, which must be forwarded directly to REROC.
