Tender Description
This Request for Tenders (RFT) is issued by Port Stephens Council on its own behalf, and on behalf of the City of Newcastle.
The Councils invite suitably qualified and experienced Tenderers to submit a Tender, as outlined in this RFT.

The Local Government Area of Port Stephens is known for its incredible natural beauty and vibrant community, covering an area of close to 900 square kilometres and populated by over 75,000 people. With diverse coastal villages, riverside suburbs, rural lands and historic town centres, Port Stephens is the ideal tourism and retirement destination as well as a great place to live, work and play.
Council is seeking Tenders from appropriately qualified, licensed and experienced Tenderers for the procurement of waste collection services to be performed under the following three Contracts:
Contract A1 - Domestic Waste Collections and Bulk Haulage Services
This contract will require the performance of waste collections and bulk haulage services for Residual Waste, Recycling and Kerbside Clean Up.
This contract is sought by Port Stephens Council only.
Contract A2 - Domestic Waste Collections Services
This contract will require the performance of waste collections services for FOGO only.
This contract is separately sought by both Port Stephens Council and the City of Newcastle – and the Specifications differ between the Councils. It is intended that each Council will enter into separate Contracts with the same successful Tenderer for these Services.
Contract B - Processing of Recyclables Services
This contract will require the performance of Recyclables processing services.
This contract is sought by Port Stephens Council only.
Tenderers should note that there will be an initial Tender briefing held following the issue of this RFT. The Tender briefing is not mandatory and is being held on Monday 11th May 2026 2.00 pm (online via MS Teams).
Registration for Tenderer Briefing submitted by email to procurement@portstephens.nsw.gov.au no later than 24 hours prior to the scheduled time.
Due to the size of some files, Tenderers must submit a document access request through VendorPanel in order to acquire additional Tender documentation. To submit the document access request, please lodge a Question via this Tender request, including an active email address. Once your request has been authorised, you will be able to access the documents via a secure link (Objective Connect).
