Rail and Dampier Port Closure Plans

⁠⁠⁠Scope of Works:
Rio Tinto Iron Ore (RTIO) undertakes closure planning for all sites, and considers it to be a process that extends throughout the life cycle of an asset. RTIO is seeking expressions of interest from suitably qualified and experienced consultants to write two closure plans – the RTIO Rail and Dampier Port closure plans.

The closure plans must be prepared in accordance with the Rio Tinto Closure Standard and DMIRS Guidelines for Preparing Mine Closure Plans (2015). Further, a RTIO closure plan template has been developed to ensure consistency, and is expected to be used as a framework for development of the closure plans.

Key elements of the closure plans will include (but are not limited to):
* A closure risk assessment;
* Identification and compilation of legal and other commitments;
* Set the context in terms of climate and land;
* Assessment and description of the water, biodiversity, progressive rehabilitation, contaminated sites and cultural heritage factors;
* Indicative completion criteria;
* Identification and management of key issues;
* Assigning closure domains and presenting closure implementation strategies;
* Building the closure knowledge base; and
* Compiling a closure task list to close the gaps of any risks identified.

Further detail will be provided in the scope of works to successful parties post EOI. Site travel can be arranged if identified as required by the successful consultant.

Expressions of interest will be open until 7 June 2019, with a formal scope of works to be issued to interested parties by 10 June. Quotes, with associated capability statements and examples of technical proficiency, will be required to be submitted by 21 June 2019 with work starting immediately following the awarding of the contract. Delivery of first draft of the closure plans for RTIO review is required by the end of September, with the final plans due early November.
