Austroads has as a strategic priority project the need to develop a comprehensive framework to enhance the ability of road agencies and industry to meet WHS requirements in providing a safe workplace at Temporary Traffic Management (TTM) worksites. This project has identified and is delivering four modules of work to support the role of all road infrastructure managing agencies across Australia and New Zealand.
A core element of this project is an investigation into the establishment of a centralised system for the management of:
* entities prequalified to provide temporary traffic management services at road worksites and events; and
* individuals qualified to perform TTM activities.
This centralised database for TTM Individual Registration and Company Prequalification is hereafter referred to as the "centralised TTM system".
Austroads is seeking information about proven solutions and experienced system integrators to provide a centralised TTM system and operational services that together will contribute to the delivery of the expected road worksite safety outcomes.
This Request for Information (RFI) will be used by Austroads for information only and will not be used to select or shortlist suppliers. This is to gather market intelligence to inform the procurement approach that Austroads will take to procuring a centralised TTM system and operational services that meet Austroads' requirements. There will be no evaluation conducted and all information will be deemed as Confidential. This RFI is not to be construed as representing or creating any binding obligation on Austroads to enter into any legal commitment.
The information gathered through this RFI will be used to inform Austroads' understanding of the range and availability of potential solutions to meet the business requirements including:
* the range and availability of potential solutions;
* the delivery process;
* the size and nature of the market;
* options for procuring a potential solution; and
* factors to be considered when procuring a solution.
Potential solutions that will be of interest will include similar implementations or platforms / systems that may be configured / customised to meet Austroads' requirements.
The intended scope for the future procurement of the centralised TTM system includes consideration of:
* design, configuration, customisation, provision, installation, testing and commissioning of the centralised TTM system;
* collaborative support for the pilot and rollout processes that will be undertaken by Austroads and its member organisations along with the industry and individual stakeholders; and;
* operational services to support the ongoing operation and maintenance of the centralised TTM system.
Austroads is open to providers who can provide all or just some of the above elements.
