1.1 The Yarra Ranges Shire Council invites tenders from suitably experienced and resourced parties for the Provision of Property Maintenance Services (‘the Services’) to eligible shire residents through Council’s Aged and Disability Services Department.

1.2 Submissions are sought from tenderers suitably experienced in the management and provision of the Services as outlined in the specification.

1.3 The Services are divided into three (3) Service Categories comprising:
* Garden Maintenance;
* Minor Repairs; and
* Property Modifications (the installation of equipment and aids in Consumer’s homes).

1.4 Council may form a panel for the provision of the Services or engage either one (1) or two (2) parties suitably experienced in the management and provision of the Services.

Council may either:
* Establish a panel for the provision of Garden Maintenance Services; OR
* Establish a panel for the provision of Minor Repairs and Property Modifications; OR
* Award the entire Contract to one (1) party; OR
* Award Garden Maintenance Only to one (1) party and the remaining services (Minor Repairs and Property Modifications) to another party.

Interested parties may tender for either:
* all three (3) Services; OR
* Garden Maintenance only; OR
* Minor Repairs and Property Modifications only as per Schedule 2 – Schedule of Rates.

1.5 Based on the last three (3) years historical data, provision of the Services has involved visiting approximately 3,569 homes across the Shire totaling around 14,076 hours per annum. The approximate allocation of Services follows:
* 80% or 10,703.25 hours per annum Garden Maintenance (comprised of grass cutting, gutter cleaning, gardening, brush cutting, herbicide spraying and green waste removal); and
* 20% or 3,373 hours per annum Property Modifications and Minor Repairs (this includes the Spring Cleaning Service, which is no longer offered).

1.6 The Rates per Hour submitted in Schedule 2 will be adjusted as detailed in Clause 4.2 of the General Conditions of Contract.

1.7 The Contract will be for an initial period of one (1) year with Council having the solo option to extend the Contract by up to an additional four (4) years (via 4 x 1 year extension options).

1.8 Submissions are sought from tenderers suitably experienced in the management and provision of the Services as outlined in the specification.

1.9 Tender submissions must be received by TENDER CLOSING DATE or as otherwise changed by addenda.

Tender submissions received late or by any other means than via the e-tendering portal will not be accepted unless agreed to in writing (via email or letter) by Council’s Procurement Services prior to the tender closing time as per the Conditions of Tender document enclosed.
